Clearing the backlog

There's a new SLR blanket waiver to allow, for the 2008-09 academic year, recruited and nonrecruited student-athletes to engage in countable athletically related activities, except for competition, beyond the 14-day and 45-day limits noted in NCAA Bylaws 12.1.1.1.3.1 and 12.1.1.1.3.2.

In part, this waiver is meant to help clear the expected backlog of amateurism certification cases at the NCAA Eligibility Center.

A note from the NCAA:

Based on feedback from the membership, including members of the CCACA, the membership services staff is re-evaluating the July 9, 2008 staff confirmation related to the timing of a prospect’s completion of an additional core course after graduation.  For this reason, the confirmation has been removed from LSDBi. It is anticipated that resolution will be reached in the next two weeks, at which time education on the application of the additional core course legislation will be communicated widely. Please note that any reliance on the July 9 staff confirmation will be handled with appropriate flexibility at the Eligibility Center.

We should be so lucky

Division III could consider as many as eight legislative proposals submitted by member conferences for the 2009 Convention, though most of those proposals still must gain additional sponsorship before being placed on the agenda in January. Eight. What a wonderful world.

Updated blanket waiver language

We have updated text for the recently approved ARS blanket waiver Case No. 10836 on LSDBi:

NCAA Division I Bylaws 13.02.11 (definitions and applications – prospective student-athlete) and 13.02.11.1 (prospective student-athlete - application).  July 1, 2008.  The Division I Management Council Administrative Review Subcommittee granted a blanket waiver for the 2008 summer to specify that an individual is no longer considered a prospective student-athlete when he or she officially registers and enrolls in an institution’s summer term prior to initial enrollment in a regular term and attends class.  Specifically, such an individual shall not be subject to the contact limitations in NCAA Bylaw 13 as they relate to contact by the certifying institution and may be considered a student-athlete for purposes of Bylaw 16. The individual would still be considered a PSA for purposes of applying the remaining provisions of Bylaw 13 and other bylaws.  The subcommittee notes the blanket waiver is appropriate considering the feedback received from the Academics, Eligibility and Compliance Cabinet Subcommittee on Recruiting and the cabinet's decision to sponsor legislation for the 2008-09 legislative cycle.  The subcommittee notes the blanket waiver will resolve the issue until legislation can be considered in the future.

NAAC has launched NAAC Connections, intended to be a "one-stop shop" for compliance administrators. The web site will host forums, provide educational materials, and be a place where questions regarding a situation can be asked of all members and will be updated on a regular basis. Consequently, the NAAC listserv will no longer be available.
