ARS has provided a blanket waiver for the 2007-08 academic year for note cards. Institutions may preprint language on note card correspondence that is required by higher education associations or state law (e.g., EEQ, AA, Title IX, Section 504, ADA information). ARS noted this required language is outside the intent of the newly established legislation related to preprinted information on institutional note cards. ARS noted this time period is sufficient to allow for discussions to occur related to possible solutions beyond the 2007-08 academic year. We've already got a thought or two on this.

The report of yesterday's Board of Directors meeting is out. Highlights:
• Proposals 2006-040 and 2006-087 are headed to the 2008 NCAA Convention for a membership vote as a result of the Board taking no further action to change its position.
• Proposal 2007-009 was amended by the Board to change the 33% athletically-related-aid minimum to a 25% countable-aid minimum. Override requests are due on October 8.
• The Board defeated Proposal 2006-017-B, which would have extended the rules about sports wagering activities to pools and fantasy leagues which did not have a fee to enter. It's also in the override period.
• The Board adopted a proposal (2007-010) to put a four-year moratorium on expansion of Division I membership as well as a couple of proposals (2007-011 and 2007-012, the latter will require a vote at the 2008 NCAA Convention before it becomes effective) that have to do with the NCAA Executive Committee's existing authority and responsibilities. These are also in the override period.
• Some of these proposals aren't available yet on LSDBi; we'll link to them when they are. In the meantime, you can use our Manual Updates chart and an appendix to the Board's report.
No official report yet (though there's a press release that talks about a Board-imposed Division I membership moratorium), but we hear the Board held its ground on Proposals 2006-040 and 2006-087, so there will be a membership override vote at the Convention. The Board amended 2007-009 to change the 33% athletically-related-aid minimum to a 25% countable-aid minimum. That action will go into a new 60-day override period that will expire in early October.
