Agendas for Cabinet meetings scheduled in September have started appearing on the NCAA website. Regrettably, in most cases these agendas are just that--agendas. Links to supplements often don't work.

Rather than highlight every cabinet agenda on this Hot Topics page, our practice will be to add links to the Key Dates page in the Legislation area, so you might want to subscribe to that page's RSS feed so you're notified when they're posted. An additional proposal for the 2008-09 Legislative Cycle has been added to LSDBi and the Publication of Proposed Legislation. It was inadvertently omitted until today. Proposal 2008-074 permits a single alumni contest to be conducted the weekend prior to the first permissible contest date of the championship segment.

What to do when a prospect looks like he or she might qualify for an academic honor award (and thus be exempt from being included in team equivalency calculations) but the high school doesn't use the traditional four-point GPA scale.

The report of this month's Board of Directors meeting isn't posted yet, but many Bothans gave their lives to get us the following information.

∆ As we previously reported, the Board held firm (unanimously so) on its position on Proposal 2007-030-C.

∆ The Board adopted several proposals, using their emergency authority, and all are effective immediately:

• Proposal 2008-005* fiddles with the composition of the Football Issues Committee and Football Championship Committee.

• Proposal 2008-007* defines an "education-impacting disability" and substitutes that term for "learning disabilities" when used in the NCAA lexicon.

• Proposal 2008-008* tinkers with the membership of the Committee on Academic Performance.

The override period for these three proposals ends on October 6, 2008.

∆ Proposals PP-2008-009 and PP-2008-010 alter a couple of polices and procedures of the enforcement process. (These two aren't on LSDBi yet; we'll update this page when those links appear.)

∆ Proposal 2007-109, having to do with institutional videographers and photographers at NCAA events, remains on the table pending further attempts to reach a compromise.

∆ And the Board will sponsor Proposal 2008-009, which requires institutions to submit to the NCAA annually financial data detailing operating revenues, expenses, and capital related to their intercollegiate athletics programs. This would be a condition and obligation of membership in the NCAA, and failure to do so would keep the institution and its student-athletes out of all NCAA Championships.

The 2009 NCAA Convention in Washington DC will feature a vote on Proposal 2007-030-C at the end of the Division I Legislative Forum, scheduled for January 16. The Board held fast yesterday on its adoption of the legislation. A 5/8 majority of Division I delegates present and voting will be required to override the Board.

The NCAA website has a brief review of yesterday's Board of Directors meeting.

White case settlement final

There's scant info about the settlement of the White v. NCAA case on the NCAA's website at the moment--so we'll probably have more detail shortly, but here are a couple of things to note:

• The Special Assistance Fund for Student-Athletes (SAFSA) and the Student-Athlete Opportunity Fund (SAOF) will for all intents and purposes be merged and can be provided to student-athletes under the guidelines of the SAOF.

• There's an FAQ that was created before the settlement became official, and it includes this item:

Q: What is the proposed settlement’s impact on proposal 2005-102? 

A:  Proposal 2005-102 was adopted, however the proposal only becomes effective if the settlement is approved.  This proposal permits member institutions to purchase a medical insurance policy to cover the medical expenses for any injury or illness sustained by a student-athlete.  Remember, this proposal was adopted, but does not become effective unless and until the settlement is approved.

If you look up Proposal 2005-102 on LSDBi, you'll see the proposal appears to be under Management Council second consideration. But our sources at the NCAA say the proposal has been adopted and LSDBi will be updated shortly.

We'll probably know more about the settlement from the NCAA's web site over the next few days.
