The staff speaks

LSDBi has three staff interps, dated February 21, 2007, pertaining to combines, men's basketball recruiting, and aid for a nonqualifier during the temporary certification period:

Hosting, Sponsoring, Conducting or Evaluating Portions of Events that Include Athletics Testing Activities (I)

The membership services staff confirmed the following regarding hosting, sponsoring, conducting or evaluating portions of events that include activities devoted to agility, flexibility, speed or strength tests for prospective student-athletes:

a. In football, it is not permissible for coaches to attend any portion of a scholastic or nonscholastic event that includes activities devoted to agility, flexibility, speed or strength tests for prospective student-athletes regardless of whether or not the coach observes the portion of the event devoted to such activities.

b. A member institution or conference may not host, sponsor or conduct any portion of an event that also includes agility, flexibility, speed or strength tests for prospective student-athletes conducted at a separate location in any sport.  For example, an institution is not permitted to host the competition portion of an event that also includes flexibility, speed or strength test for prospective student-athletes that take place at an off-campus location.

Permissible Evaluation Activities During March Contact Period - Men's Basketball (I)

The membership services staff confirmed that during the March contact period, evaluations at sites other than the prospective student-athlete's educational institution are prohibited in men's basketball. Live (in-person, at the event) evaluations at a prospective student-athlete's educational institution shall be limited to regularly scheduled high school, preparatory school and two-year college contests/tournaments and practices and regular scholastic activities involving Bylaw 13.1.8.8-(a).

Nonrecruited Student-Athletes Receiving Institutional Financial Aid During the Temporary Certification Period (I)

The membership services staff determined that it is permissible for a nonrecruited student-athlete to practice during the temporary certification period and receive institutional financial aid that is not based on athletics nor is based solely on need.  However, if the student-athlete is certified as a nonqualifier, he or she shall cease activities associated with the athletics department (e.g., academic support services, use of weight room) in order to avoid the receipt of impermissible institutional financial aid provided to a nonqualifier.
